Seriously where did they think the garbage was going to go with the on shore waves and wind? I spend days picking up garbage in the mangroves down here in the Florida keys. Not a day goes by I don't pick something up. These guys need a little time crawling around in the mangroves picking up garbage. Most of it does not rot for disintegrate or break down. The bottles sink with the next up and the next bunch of bottles that float in break them off leaving very sharp bottoms that will cut up your feet right through your boots. Let me supervise them for a little while.

You don't have to display registration numbers when your vessel is USCG registered. Just name and port-of-call. You can be identified by that. Anyone can go online and lookup a USCG registered vessel on the online database. Up until 2018 you could even get owners name etc right off the database. Now they don't display the name. Just boat information.

And only economic activity (fishing, drilling for oil, etc) out to 200 nm. Most cruise ships are operating beyond 12-24 nm when they dump garbage, so they're outside the range of laws regarding dumping. Lobbying in DC has nothing to do with it.
