I am in the middle of making these and am confused about the step where you take the 1/4 hip +2" measurement. From the point (where waist will be cut out) it is 16" toward the ankle side and 17.5" toward the other side (4 layers folded). With hips at 29"' I would need 7.5"+2" or 9.5" . What do I do with this as a straight line joining these 2 side points is 13" ? I can't figure out what to do with this 9.5" measurement. Thanks. love this pattern otherwise.
