The eyes take away from the horror of Nyctophobia. Fear of the dark is spurred by the fear of an emptiness that you can't see, and the possibility that something can be inside it. The eyes remove the mystery and make the dark less empty. That being said, people who have scopophobia, or fear of being watched would find the ending unnerving.

15:26 I live out in the middle of nowhere, and I can confirm those are coyotes, not skin walkers. As long as you yell at them they usually stop. Coyotes, despite what you may believe, are the jumpiest animals ever, they will run away from anything that sounds slightly dominant.
I live in the Nevada Suburbs and can confirm. I've also heard that foxes can also make a sort of "La Llarona" screaming sound.
