That is the general rule in Germany. You are not allowed to convert any form of visa to a student visa whilst in Germany. You will have to go back to your home country and apply for the study visa. This regulation has been there for ages. What this means is that you are not allowed to come for a visit in Germany and then apply to school, get admission and use it to apply for a visa whilst you are in Germany. I know people who have gone back home to apply for the study visa and come back to Germany.
