Ekko's and Jayce's talk I think explains how the Arcane magic gets expressed through runes and how much control someone who wants to use it can have. The Hextech runes gets the Arcane to do very specific things (like improved power and shield in the gauntlets or the Hexclaw and the laser beam to cut). With wild runes, it seems to have its own will. You can influence it (as seen when Viktor touches it, sucks up his blood and is then able to grow organic material), but you can't force it to do anything it doesn't want to do (when Viktor tries to smash it with the chair, it attacks and paralyzes him). Compare it to wild dogs vs tamed dogs. Wild dogs have their own packs, loyalties and will attack anyone they deem dangerous. Tamed dogs you can teach to do tricks, track, hunt for you etc. Hope this helps :)
seeing this reaction is making me want to rewatch s1. i need to remember whether vi was already falling into complicity with enforcers in s1, or if it's just a really quick change on her part in s2ep1.
My answer is yes, it's super fucked up that Caitlin gassed the lanes. Gasses fill any space they are in, so there's no real way to make it safe and targeted to one individual (Jinx). We see illustrations of the gasses filling the streets of the lanes and innocents fleeing through it, so it's obvious Caitlin wasn't concerned about using chemical warfare on innocents. We've seen the damage the gray can do: when Silco used it to manage the other crime lords, and in Victor's respiratory illness. It's absolutely heinous that Caitlin would subvert her mother's legacy in the name of her mother. It's one of the ways it becomes very apparent that she considers the lives of Zaunites lesser.
