That bootstrap cap is very common to fail in a SMPS. 9 times out of 10 when nothing obvious is blown it's that cap and its almost never bloated or visually bad. The main large primary side filter cap you pulled first almost never fails. Before you start pulling components just guessing what might be wrong, you should put the meter in diode mode and check the switching transistors and diodes and check for shorts to ground.
Thanks for the tips! I'm still learning the uses/benefits of diode mode. I'll have to go back and see if the bad cap showed any strange readings when tested in circuit. That would be useful to know in the future.

Oh that’s weird. They never even popped up. I feel like your schematic was the closest and best thing I could find out there. I hope more people can find your site because it’s cool that you have so many power supplies and boards documented that way. Indeed very lucky to get 2 identical. 10 diff versions , also on newer ps2 longboard a smd 0 resistor use to go out ,is like a fuse. i just bridge it. chipped idk at least 100 ish ps2 and xbox over those golden ps2 years at my game console shop
Good video and thank you for providing those links! I have a PS2 I'm working on with the same power supply board you have and oddly my caps all are good, but the D006 diode is stuck open and flowing in both ways. This at least got me confident and pointed in the right directions!

That power supply has a bad c9 cap
