it's because it counts for inscription and armament pity no? there aren't many sources for legendary choice chests other than dispatch which is random so getting a daily guarantee legendary armament of a formation you can CHOOSE really is valuable as you can direct your efforts towards a single formation to achieve pity faster and on top of that you don't need to worry about transmutation stones anymore.
They should introduce some kind of trick or treating event where you visit other people's cities, would be even better if the visit was a mock battle for rewards

Otherwise what's the point in letting people try him out for free. All our other free comms just come free. We don't need, for instance, a trial run for athelfled.
