HIT-MONKEY is the best counter for him! Given that HM's 1st medium, 1st light & 2nd medium attacks are guaranteed crits. Doing them in a row activates the monkey scheme - which grants Assassin's Cunning or Primal Rage or both if the opponent is #Mercenary (which in this case, Bullseye is) so he can't evade with his Killer Instinct while HM's Assassin's Cunning is Active. So use the opportunity to pummel him REAL good before it expires. That's how are did till his health bar dropped to 0.
Only crappy thing is that Limber node, if you’re relying on parrying. You would want to have White Mags cross fight to help with that, but could be done

Looks like Emma's sp1 has no sting dmg wen the opponent actives their special. I'm assuming ur Emma is r3/4 that should at least make a dent. Unless bullseye takes less dmg from sting effects.
So storm is the big numbers vs him? When i grinded him the first time, 5* wolverine with apoc did most damage....as ^£&@ that is a op synergy lol. I feel like this is a champion that look cool and is annoying to fight, but will do 2000 damage as crits when you get him, because he will crit sonoften they lowered his dmaage? As a cavalier boss that does not kill you with one or two sp1 that hit clean??? That is weak?

I want to throw out there Gorr works really nicely because tons of DoTs, and for every time he receives that instant bleed while blocking, he gains a regen charge for a LOT of health
I’m surprised you didn’t put Kitty pryde here, she shreds him. I used her against him, all the crits ramp up her prowess quickly allowing her to gain power very fast due to the node. She can ignore the killer instinct special combo while she’s phasing since she takes no damage while phasing. I would just spam dash attack, let him use the killer instinct while I’m phasing, take no damage, and each crit ramps up her prowess, get to sp2 quickly, do it, it activates unblockable for me, go in, rinse and repeat. I don’t have to play passive at all with her. She’s most likely his best counter

Korg is also a great champion to use & almost takes no skill to fight Bullseye. When Korg stacks both unblockable & unstoppable, he makes Bulleye’s counters useless. Plus, Korg is immune to bleed.
For me White Mags was the best champs to use, I don't now why but it seemed like he took the least amount of block damage to Bullseye's sps, and his sp 1 did a good amount of damage once you got an armor break on him.

Use kitty awakened or storm (just like that or horseman), hit monkey
You can also use gambit+ apoc for perfect block this way you take almost 0 damage
Weapon X was surprisingly good against him. I just force-bruted it with a Rank 5 ascended Wx
Bishop works really well and you can spam your sp1 through his block. Just launch a sp1 when you have one and 10+ prowesses
Storm X 100% the best to use. Once done SP1 don't have worry about his evade. Plus she ignores shrug off/purify 👍

But Iceman's cold snap should have stopped his evade, but it didn't.
Just as an extra suggestion: Proxima Midnight ignores all Bullseye's "inflict bleed through block" abilities; and can handle his Evade brilliantly.

in the channels i have a clip of me beating him barefoot in the war super easy with kitty pryde ... easy rotation
Have you tried Onslaught? And because she gains a Prowess for every instant bleed, I think OG Storm is the best.

He takes 90 %less damage from non critical hits, so its better to use champions with high crit rating,

i used shang chi and noticed he still evade???
He is immune to ability accuracy modifications, so slow doesn't work but champions with true strike and true accuracy works
