Right after defeating Kaijin Goaster, V3 is greeted by Dr. Shinigami. It turns out that the earthquake in the V3 era was just a small part of the his evil plan. Dr. Shinigami then brings out the empowered Shocker Combatmen, the result of his experiment. After Dr. Shinigami leaves, V3 goes to the computer room at Shocker's underground base while fighting soldiers of Shocker who are stronger than before.
Rider 1 and 2 are approached by Dokugander. The Kaijin tells them that the one who revived all the dead Kaijins was called the "Ruler of Darkness", the same creature in the form of an eye that the Riders had encountered in the Command Center. Dokugander also tells them that there is still Wolf Virus in their base. Rider 1 then goes back to Power Plant, while Rider 2 fights Dokugander and wins. However, when Rider 1 arrives at Power Plant, the place is already filled with an army of Wolf Kaijins, the result of Colonel Zol's experiment.
On the other hand, Agito, who has destroyed the Submarine Base, goes to "Main Substation Room". There, he is met by Jigoku Taishi (Ambassador Hell), who then summons three Sea Dragons to kill Agito. Agito is nearly defeated, but he is saved by Ashihara Ryo, Kamen Rider Gills, who manages to destroy the third Sea Dragon. Gills, confused that the Kaijins he is facing are not Unknown, asks for explanation from Agito after everything is over. Jigoku Taishi is surprised that there is another Kamen Rider in Agito's era, and runs away. While Gills takes care of the second Sea Dragon, Agito battles the first Sea Dragon and defeats it.
Meanwhile, after successfully destroyed the human-extermination gas machine, Black is approached by the mysterious eye-formed creature again. The creature says that the plan is still going on as long as he keep resurrecting Kaijins, and soon will claim Black's power. The eye-shaped creature leaves before Black can ask what its words mean. Black goes to the "Substation Room" and takes Jumper Cable to be installed into the server in the computer room to replace the broken cable, so the computer there can be accessed again.
