Every teams championship window is 1 year tops. No team "runs it back" after winning. Horford will likely retire, couple role pieces will jump in free agency, that's just how it is. Other teams will get better, winning team will lose key pieces.
Well if you have every piece in your starting 5 under contract for years to come, they absolutely will be a top 3-4 for the years to come. Back in the day NBA teams ran it back all the time. Bulls in the 90s, Warriors in the late 10s, Lakers in the 2000s, ect.
