Nothing in the TS seems to say that this network configuration is not possible. In case, different UE BWPs can overlap, does the NR scheduler need to ensure that the grants allocated to different UEs with overlapping BWPs do not overlap to not cause interference?

In a cell coverage multiple BWPs will be supported by cell. A UE can use upto 4 BWPs but one at a time. From cell prospective , one BWP may be for multiple users in that cell
