Suggest every Goan should be registered as member of comdidad with a fee of minimum Rs.100 which is renewable every year. So that comdidad has enough funds for administration. Every Goan SHOULD support and fight to preserve comdidad rights as an independent body. Our youth should actively participate and rightly said in the debate we should form a strong body of our Goan lawyers and intellectuals, frame strong law and most important all Goans be united to safe guard our land for our future generation. And make strong laws to protect our land from encroachment by outsider.
Rent, shedave systems, auction, recovery of past revenue, all communidad office to be function efficiently in goa, uncultivable land should be return back to institution. The unconstitutional interference and plunder of the non-State comunidade villages by the State government of Goa is progressively taking place due to failure of the government to include these villages in the 5th and 6th schedule of the Consitution of India after the Indian government's military invasion to oust the Portuguese administration from Goa. There is no representation given to the gauncars and other natives hailing from these private village communities in the formation of the State government till date. This is a serious constitutional lapse on the part of the State government, that if complied with, will give fair and just representation to these private village communities in the government. Without representation for the joint owners of these village communities, native goans do not enjoy equal status with the rest of the citizens of India, a must for the formation of every representative (popularly elected) State government here in Goa. Until this mandatory Constitutional exercise is carried out, the government of Goa stands guilty of fraud, forceful colonization, and unconstitutional occupation of the private comunidade villages of Goa. Non-compliance with the mandatory provisions stipulated in the People's Representation Act of 1952, and the non-inclusion of these villages under Article 244 of the Constitution of India, has reduced gauncars to a state of bondage to a hostile and undemocratic government.
Communidade land should be given to locals who have been living here in small parcels of land without proper road access. Due to increasing family size the locals are forced to go abroad for jobs to be capable of buying land/flats.
Aree baba people who are collecting zond from these communad offices if they ask for a piece of land which they are entitle for that is 300 sq meters... The people incharge tell them to go find that piece of land on their own and if they find one.. Should come and approach them, only then they will decide if he can buy it or not...

Unability to buy land in one's own village due to high land prices is major reason for mass migration to foreign countries. 3. Incharges should help fellow locals first to get land instead of allowing illegal capture of land by third party. 4. Lot can be done by incharges( non politicians) for fellow locals, whereas propaganda is run to show that politicians are to be blamed for every problem in society.
All comunidades should be abolished and their land given to all goans who cannot afford to buy land in their own state. Communidade organization is undemocratic and only few vested individuals are enjoying the fruits of the land. The original "moradores" ( ie the original settlers of the land before the c omunidades settled the so called "gaonkars") have no say in their own village comunidade just because they belonged to lower caste. These communidades are basically a organization of Bramins and Chardis. The rest are left high and dry. This was an unjust and inequitable system of sharing the resources of the land.
