I think this is one of those few examples of how we can use simple sentences with just few advanced vocabulary. It is not necessary to include advanced vocabulary in every sentence They just wanted to see how a person can speak fluently and naturally, even if it simple sentences. Confidence plays a major role.

I was thinking about the same thing. But I presume that they care less about whether or not the sentences make practical sense but rather if they are syntactically and semantically correct. Tbh, I think the guy was being very formal in his tone and definitely trying to craft sentences for the "interview". (I'm in no way denying that he's demonstrated fluency in English. this candidate's speaking is quite unnatural, he is pronounced by some words like named, behind, visited, bit ,picture,.............etc he is not fit for 8+. so either it is not real or something is wrong

why don't we touch the question papper
You're not supposed to touch or handle the question paper during the test because it's meant for the examiner's reference. Instead, the examiner will read the questions aloud to you, and you should respond directly to the examiner's prompts.
