For the blonde hair in South America: we happen to have a lot of native population (no Spanish genocide) plus the african slaves since centuries ago, that kept intermarrying with the little european population that came. So the blonde/white disappeared in the mixture. The white/blonde are more likely from the later european inmigrants/exilees, usually people with higher education and money. In some countries, like in Brazil or Argentina, you can also see the concentration of white people in some states/provinces where is more likely to find poor people with blonde hair.
