I use HelloChinese as my main app. But I like Duolingo when I just want to practice in braindead mode. The amount of repetition Duolingo is too much.

Would you say that someone who completed Duolinguo level 6 in comparable to an HSK level 3?

I wouldn't say that Duolingo and HSK are aligned. But you could check on Duolingo's forums. Though you'll probably want official info if you can find.
