Q12 has two grammatically correct answers. The highlighted one is much more common since it deals with past events, but there's nothing wrong with the second if speaking about current events. In the case of the second, it's more common to use "what's" instead of "what is".

Q14. Interestingly... if a noose is used to kill someone, the correct past tense is "hanged." The incorrect past tense is often used, however.
