Have you ever formed Meissen? They’re an OPM in the province of Sachsen that gets separatists when nothing has a core on it. Might be trickier since it’s in the HRE
One of the hardest nations to Form is probably Israel (it actually has unique ideas) the only way to play as them is to Form Israel in crusader kings 2 and then convert your game to EU 4.
this also applies to the Jomsvikings, the Hashashin, and the Knights Templars. though I think technically they all have a small chance to spawn in a random new world

You can start as a Tibetan state (Kham, U, Tsang, Guge) and do some mission: "Unite West Tibet" (areas of Ngar, U and Bhutan controlled by you or subject) "Unite East Tibet" (areas of Amdo, Kham and Tsang controlled by you or subject) "Unite Tibet" (previous missions fullfilled, previous areas controlled by you directly, Feudalism embraced) "Steppe Politics" (previous missions passed; being a steppe horde OR have an ally with 100 devs and main culture in Altaic group OR own 10 provinces with Altaic culture; being at peace). The last mission, once fullfilled, triggers an event where your government meets some nomads, and it can be resolved by raising diplo opinion of altaic hordes or by becoming ourself a new horde tag (unless they already exist). The tags are Khalka, Khoshuud and Dzungar (but for this last one the years must be at least 1634)
I think there's an easier way: 1. Play as Tunis and attack Aragon as soon as they abandon Naples (restart until they don't have any major allies to have it easier). 2. Take Malta and one province in Sicily. 3. Return Malta to Naples per province interaction (this way Aragon keeps its core). 4. Attack Naples, make them give back Malta to Sicily and revoke their core on the sicilian province you own. 5. Give your sicilian province back to Sicily and attack them as soon as your truce runs out. Make them give Malta back to Aragon. 6. Attack Aragon and take Malta. Aragon still has a core on it, but the province now has Maltese seperatists. This should always work, at least it has when I tested it. There is some RNG involved though, such as alliances of your enemies and whether or not Naples attacks Sicily.
7:20 You need a connection from target (island) province to an unblockaded port with a land connection to the capital to core something. If all your ports are blockaded or all coastal provinces sieged or a combination, you cannot core an island province and hence can't get it in a peace deal.

The reason why tripoli couldn't take Malta was because all their coastal land was occupied by you. That virtually means that they "don't own" anything along the Mediterranean and therefore can't core any land within in, as long as their coastal provinces are occupied
Another way to do this is to culture convert most of Sicily to Aragonese. When you release and play as Sicily after doing this, you will be in the Iberian culture group, which means Maltese separatists will form with unrest.
6:15 Tripoli not being able to make Malta a core is because you were occupying their provinces. Occupied provinces don't give you coring range. It's not a bug sadly.

Huh. I didn’t know it was so rare. It spawned in one of my games without me doing anything and I don’t even have that many hours, I’ve only had the game for like a couple months.
I was playing as the PayPal state and I think I saw maltese separatists but I kept reloading because I was at war when they spawned and they spawned a 27k soldiers on my 5 k
Interesting, but not so hard to spawn or to play as. There are 2 or 3 provinces with Sapmi core from the star in 1444, one owned by Novgorod, the other 1 or 2 by Sweden. So you only need to start as one of this 2 nation and then release it
1. Start as Naples. 2. Abandon your core on Malta. 3. Win a war with Aragon. Take Malta and make them release at least one province as Sicily. 4. Re-core Malta. 5. Declare war on Sicily under truce and make them revoke their core on Malta. For me, this produces Maltese separatism after a month ticks over, even though Naples has a (new) core. However, I only own about half the DLCs. I don't know if that's a factor.
I think I remember Malta being independent at some point in my current game and being invaded by the Ottomans. There's definitely still a Maltese claim on the province even though it's currently owned by the Ottomans (and probably will be for the rest of the game seeing how the Ottomans are the #1 world power)

There was one time when i was playing Britain and colonized south Africa and then because there was some unrest i got some independence groups with one called libertia but it was the n 1,30 so i don't of it's still exists
You know instead of fighting a war and giving away your land you could just sell the province. That removes your core and it doesnt produce a truce. I'm pretty sure you could have done Etruria and Malta much easier by trying to sell the province of interest.
why would culture converting your territory to maltese not work? Make there are no cores to any other country, and wait for separtists to form in any province?
I did a test run with console commands and I think it works. Move capitol to malta build dev on malta remove states culture shift to maltese convert sicily to maltese move capitol to aragon culture shift to aragonese remove states in sicily when naples is released by event, revoke cores, reunify release sicily get cb on sicily give them 1 sardinian province declare war on them, take back sicilian cores core sicily 2nd war, revoke cores on sicily should have low stability and high ae if coaliton war happense, give them watever they want but keep access to sea keep allies happy so they dont leave during war sicily should fill soon with maltese seperatists, beat them back release and play with sicilian malta having 6 cores. play as pirate. should work. not certain. do video???

Convert sicily and cagliari to maltese release naples, remove cores, reunify release sicily and give them cagliari 1st war conquer and take all but cagliari recore sicily 2 war remove cores take cagliari if not enough war exhaustion, make and break marriages to destabilize country let maltese separitists spawn and core sicily move capitol to malta drop all states exploit all states but sicily and majorca (too small) move capitol to aragon break all alliances and relase all nations play as malta do not raise autonomy in sicily do not build corruption I truce broke sicily once do not go bankrupt if possible, will lose all buildings from last 5 years do not dev up sicily until you release them put all monarch points towards tech put all money into building up sicily malta broke away while bankrupt and i truce broke them conqured and played as released malta I was malta 1494, independent 1498 (aragon overlord had to let me go in coalition war) by 1500 I had become a pirate nation. few years later I joined hre if i did this a third time, it would be much better

You just never put your mana points into dev before releasing and playing nations don't you? You should completely sabotage your overlord before releasing, screw their nation beyond belief. It makes everything so much easier.

An interesting nation to form might be Kalmyk which is a Buddhist horde that only gets cores from an event with some very specific trigger cinditions.
So RNG dependent though, and not actually that rare anymore - I’ve seen it two or three times

As someone from Malta I can confirm that establishing Malta as an independent nation is as convoluted and tiresome as it was IRL.

It's because those provinces are on a different continent and you can't take provinces in another continent even if they are literally on sea range.
