The only way Axl could return to his time without the current timeline collapsing is if he swapped places with his GF, which would just keep him away even longer. I-no is Megumi from the current timeline and has the exact same ID as Axl, so after I-no is defeated in Strive's story, I-no swaps with Megumi so that Axl can finally have his partner.
