CIA especially. There are still some units in the FBI doing legitimate work, but you'll rarely hear from them or about them.
I have a feeling that executive orders 13818, 13825, and 13903 will become very relevant in the coming days. When the civilian intel agencies become so corrupted that they are unable to legitimately pursue and enforce justice, the military has the authority to go around them. Not your run of the mill soldier, but military intelligence (in collaboration with trusted units within civilian intel). Judging by the slow leaks gradually making the picture clear to the public, the dam will soon break. We should all be prepared for when that happens, and in the event that I'm wrong, the same still applies. These next couple years will not be easy.

Compromised = unauthorized access to a controlled system. The laptop contained emails between Hunter, his business associates, et al., regarding dealings with foreign officials for possible corrupt dealings. The laptop itself is not "compromised" where a cyber squad would pick up this case. So the AD of Cyber has no reason to know where the laptop is.
