As much as my inner child would be overjoyed to see the Polar Express as an official Lego set, they just seem to not want to make it. Multiple versions of the train have reached 10,000 previously and have been turned down. I guess Lego doesn’t want to bother trying to get hold of such a small IP for one set, although that hasn’t stopped them before.
I don't think submitting any of these as Lego ideas projects is a good idea, especially the first one. If you look at other Lego Ideas projects in the past, LEGO usually turns them into boring, useless crap. These would be much better off as an MOC or with some other seller that actually would make these sets and not some watered down version.

The diesel that has the “junk yard” sign on it looks pretty similar to the 2018 cargo train, with some of the exact same parts being used
