I just stumbled upon this quest, but since you were wondering: I think you gain the Leaf Blower literally on this tennis court, right before the quest unlocks.
To speed this up blast the hobos away from the tennis court. I did not know this and it took me way longer than needed. They keep placing the trash back on the court.
Ah, lol! Thanks! My son had a go on it on a new game and went zooming off to that late zone. Annoying is once a collectible has been found, you can't discover it again in a new game.

You can also pawn off the trash and earn currency by going around the corner to an old lady in a really small shop

Bruh when I put this video on the tornado whipe the trash.
The tornado is such a pain. Try pause, exit to title and go back in again. Hopefully it’ll then spawn elsewhere.
