Please how did you get the 6.28 to calculate the radius

The circumference of a circle is 2πr where π is 22÷7 which is 3.14 when you multiply it by 2 you'll get 6.28.
If you're cutting a half flare you'll divide the waist by half of the 6.28 which is 3.14. I hope this is clear enough.
