Could the light be interfering with the hatching? If they were attempting to get away from the light, as i think you said, perhaps they need a darker enviroment to hatch in. i do not know; just thinking.
I wonder what conditions they're wating for to enclose? Maybe its a tempature or humidity thing? I'd be so interested to see what enviorment they're wanting.
Yeah, me too. I kept them on that sand substrate so that I could keep the sand moist and they wouldn't dry out. Now they are experiencing a ~10/14 light/dark cycle so maybe they'll respond to that? Maybe it's seasonal timing too? who knows!

look up cuckoo wasps - they are the same way, and they are so tiny and brightly colored. they are stunning up close

Agree I wonder if it could be due to light cycles in nature or simply the heat and energy it costs trying to get away makes the cocoon unviable
