Yes. The little glass bulb in the sensor should be surrounded by the liquid. Depending on the build of you pH meter, storing vertically might even be a must to achieve this.

It depends. Do you have other instruments? If they use the same KCl solution, then you can mix the kcl in a cup and store them both in the same spot for quick access.
Or you can just store it in the cap. In that case, you don't need as much. Mixing it this way will give you 8x the amount they charge $20 for, and the kcl powder is $15.
Pro tip Nusalt is 100% Potassium Chloride and sold in most major grocery stores right next to the salt.

Yes. Just look up the molar mass of KCl. That's per liter and about 75g, as you need 3 molar, triple that and divide by ml of liquid.
