If memory serves, Ruglud got the idea to use crossbows after a boulder fell on his head as he was inspecting one.
I love their designs. The black caps and chainmail makes it all look very pulp fantasy, its very nice.

This is a very specific case of Greenskins using crossbows. An exception, not the rule.
