well i think the game you are looking for is midtown madness 2
you can choose the weather before you start the game. i also played this when i was a kid, and it was so awesome!

You probably had one of the older drivers. This is driver 3. I know you can change weather in the other ones. I'm not sure about this one.

One question, is it true that you can change te weather in this game? because im looking for a game i played when i was a kid, and i thing is this, the only thing i remember is that you can chose the weather, i always chose the rainy mood haha

this would be better than gta if they stayed this way .. it was realer than san andreas by far and if driver san fransico didnt came out it would still be the best .. i hope they make a remake for the ps4 or even 3

hm,Driv3r uses a older version of GTA 4 engine,while GTA SA has a newer version of GTA 3 engine

Yea i noticed that after i look for the develoopers in wikipedia. ATARI and Refrection of course. Stuntman is the best game of them for me. Memories. Bad this isn't on PC, and i can't play Driv3r cuz i get that annoying screen adaptor message ._.

DJ Thanos This game was in dev from 2000 to 2004 and still wasn't finished, stuntman was like a tech demo for the physics. Driver 3 would have been great if Atari didn't force them to wrap it up and release it six months before it was ready just to get the hype before GTA SA. They actually gave two mags copies early promising the bugs would be fixed in return for a high score. this game bankrupted Atari as they needed to sell 4 million copies to break even, and they sold 760k. they sold of reflections and driver to Ubisoft who them polished the physics of the cars, created their own walking physics and then released driver:parallel lines. :)

Yeah Stuntman was pretty much a tech demo which is extremely linear.
