Like the video (sorry it took me so long to get to it). The description makes for an...interesting topic of conversation. I'm not sure I'd agree with your points about anime not covering the Roman Empire. Cultural reasons I can certainly see being a main part of it. Nationalism...maybe? Not sure I can see that being the case. You mentioned that Japan was never subdued to foreign domination, but that's actually not true. The USA, France, and UK did force economic and political dominance over Japan in the later half of the 19th century (this was the open door policy that was pushed on Japan and China, to their detriment, and saw the forced modernization of their culture and economy that basically scrapped the samurai as a military, cultural, and economic cornerstone). Japan was eventually able to regain control of its country, but this led to a rise in nationalist imperialism and hostile relations with the 3 said western nations until the end of WWII. A better hypothesis might be two-fold. First is that anime is first, foremost, and (infuriatingly at times) exclusively, written for Japanese audiences. Consequently, one has to look at what gets the attention of Japanese audiences/writers when it comes to nations/cultures. For western nations (Europe and the Americas) it's either modern pop-culture and/or fantasy (this includes medieval fantasy)...the furthest back we get is the world wars (Saga of Tanya the Evil does a blend of WWI and WWII, for example). Cases where a writer goes further back on the references are very few and often done pretty poorly (Ulysses: Jeanne d'Arc and the Alchemist Knight is a perfect example). Give the Japanese something closer to home, either in time period or geography, and they do much better (Russian, some US, Chinese, etc). Second comes down to the concept of multi-cultural nations/empires. Say what you will about Rome, the label of Roman applied to Italians, Gauls, Egyptians, Celts, Greeks, and even some Germans who crossed the frontier. The peoples from these cultures were integrated over the centuries to varying degrees (Latin and Greek becoming the dominant cultures until the 5th century). Japan does not have that good a history when it comes to being a multi-ethnic and multi-cultural empire and there are a lot of people with stories, even today, where they found that Japanese people would have some pretty negative reactions to a foreign immigrant (even one who spoke fluent Japanese and sought to adapt to Japanese cultural norms). Thus, the idea of an empire where black, brown, white people were all equal in society (both as citizens and slaves) could really seem foreign for some Japanese audiences. Not sure if that's the case, but it'd be my guess.
And Rome being real douches didnt help either. There is a reason why so many gallic and germanic tribes kept uprising again and again. When a roman aristocrat would go through invaded territorries, he would often force himself on local women, kill people who showed any form of hostility, and sentenced people to death, something that for example in the germanic region only the gods were allowed to do. They did have a system in place, that would allow, in theory, everyone to obtain roman citizenship, by serving in the military. But yeah... joining the military of someone who was your enemy maybe a generation prior... sounds pretty stupid, doesnt it? So yeah... looking at history, you can see it didnt work.
