The sad part about it is that Denmark have a very solid system to get people out of crime and poverty. So these people choose to be bad people, nothing forced them like enviorment or social status. You're right, no one is forced to stay in the hood in Denmark. The problem however is that it's easier said than done to get out of. When the hood is you safeplace and you are accepted as a part of the group, it's much easier to take on a role that's already tailored to you, than finding another way you have no idea on how to achieve.
