The current translation looks correct in Japanese. I'm pretty sure it's a reverse carrot. Carrot needs to wait until a card is rested to freeze it while this card can freeze them before that. If the card can't be rested, it can't attack because it needs to be rested after that. Also a number of effects can't take place without being rested.
That Nami decklist got top 8 in one of the biggest japanese tournament, Fukuoka Wave I think, the reason they have one single rush ussop is for BB matches, they tend to end up with 1 o 0 cards by late game against nami and they get pretty greedy and make the 10c bb attack, so easy 7 cards mill for ending the game
@Marinefordtcg no problem. Also, the box with AA cards product might not be released in the west or very different, the Nami card is being distributed in New Year tournaments and the Boa one comes in a Target product, so who knows what that box will contain here in the west if it's even released
Ironically, I'm not gonna be running that new Arlong in Arlong. It's really, really not good for Arlong. Can't be cheated out by his effect. However, that new Buggy? WOOF. Instant 4 of.
It's basically only a 2 cost in Arlong though. On 5 or more don you can play him, prevent an opponent character from blocking/attacking/using an on rest ability and still have the 3 don for leader ability. I'll be running at least 2 of these. I agree that that Buggy is busted though. Combine that with O-nami or Django (or both) and you can do some crazy stuff late game.
