But the ICJ is just another branch of the UN. They shouldn't be in charge of investigating or prosecuting their own organization. They'd obviously find UNWRA totally innocent.

The ONLY thing that the Israelis have established is that Hamas was stealing UNWRA electricity. According to the Israeli map shown, the tunnel wasn't even directly under the UNWRA building. And it took the Israelis nearly three months to find it and they were equipped and tasked with looking for such things. UNWRA wasn't. Furthermore, we don't know what UNWRA's power consumption was or even how often, if ever, the servers were used.
