The tow company doesn’t need permission from the police to tow the car, the tow company has to notify the police that they have the car. The tow company has a contract with the apartment complex.
"I had took the necessary steps to try to resolute this problem and get my vehicle back...but those matters wasn't capable at the moment." 😅 They wouldn't have moved the car by noon if they didn't have any money. This guy just got enraged and thought he could get $$ from Pasadena instead of trying to borrow $ to get the car out of the tow lot asap.

I tried man. I really, really tried but I can't even follow with the amount of interruptions.
Had to pause live, just catching up. You could always wear comfy close for the drive and then change when you get to your destination.
He's not on the lease, right? It's the girlfriend's apt. Did he have permission from the landlord(s) to park his car there - like a parking sticker? Most companies will tow a car even without a warning if it's not included on the lease. (And Colin, I can't always stay on your livestreams because there is just too many interruptions for me. I realize other people like the chat, though.)
Why wouldn’t the manager just called the tow company after 12 instead of early. They might’ve moved it or fixed it in that timeframe.
I'm 48 minutes in and already know what I would find, I'd give the lawyer her fees payable by the complainant, also so what they were an hour early. For me they were purposely trying to use ever minute that they could, and had no intention of moving it. Too me the complainant always intended to bring this dumb charge against the landlords. In some council areas of the UK no repairs except emergency repairs like changing a tire are allowed on the streets or car parks.
