I know they do set down only to prevent overcrowding with the local commuters. They used to do this with the London-Manchester services between Stockport-Manchester.
If you buy a ticket from Bath Spa to Bristol temple meads, they can't tell who you travelled with (back when Bath Spa used to be served by other operators) it makes absolutely no difference to GWR
