The world of tensura is a semi-spiritual world(meaning spirits would need bodies/vessels or else they’ll disappear and return to the underworld)
The underworld is a full spiritual world, and here is the thing, all primordials have true demon lord level of strength when in the underworld.
Demons have a sort of limiter in the tensura main world(cardinal world) meaning they can only reach archdemon status under normal circumstances in the cardinal world.
This would then be broken if they get meet the requirements that Diablo stated.
The Guy in the past would have been summoned with limited strength of an archdemon even if he has true demon lord strength in the underworld.
So for me personally the reason Guy wasn’t that bothered by the evolution was that he just got his original strength that he couldn’t bring to the material world in the past.
This fact also answers my long time question of how come the demon lords are scared of primordials that have not been named if they are mostly archdemon level, it’s because in terms of real power they are in the same level just handicapped by the world.

Becoming a True Demon Lord has nothing to do with gaining Ults, it is in fact quite rare for someone who is as weak as a mere True Demon Lord to be capable of gaining an Ult

You don't have to be a True Demon Lord to get an ultimate skill. True Awakened Heroes are the holy equivalent of True Demon Lord. They can also have ultimate skills and usually do. True Dragons all have ultimate skills as well although Veldora only recently Awakened his with Raphael's assistance. Mostly because Veldora was young, wild and out of control unit he was sealed 300 years ago. Mostly because Velzard kept killing him every time he started rampaging too much. So Veldora was killed and reincarnated multiple times in the past. To the point that he's absolutely terrified of his older sisters, mostly Velzard. His other older sister Velgryd was much less violent towards him, she might beat him up for going wild but she wouldn't go as far as actually killing him.
1. Demon lord evolution is nothing to do with ultimate skills, it's just when you get more energy, you can use that energy in evolution of your unique skills. One can get Ultimate skill by merging multiple unique skills or forced awakening.
2. Dagrual is Titan who was a literal God, he was the God of destraction who challenged Veldanava as equal. He simply can't get power because he was reached the Maximum power that can possessed by anyone and everyone like God, his true self energy is higher then Veldora himself.
3. Ramiris is Queen of Greater holy spirits, she was equal to Veldanava in status but in learning State.
