I wouldn't call it ironic. It's all been planned every step of the way from the days of Albert Pike to the moment of detonation and beyond.
Societally engineered resets are not new. They've just never been used on a global scale, yet. This time they have intelligent machines to replace the lower classes so survival rates don't matter outside of their inner circles.

A friend of mine has property and has built a house out there not too far from this installation. It is quiet and peaceful. The neighbors all keep to themselves and there is relatively little traffic. Go figure. But one of the things that he’s mentioned is a benefit and a curse is during the winters after particularly nasty storms or even minor sleet, the road is perfectly clear every time while also taking away any excuses for him being late for work.

I grew up in Vienna VA. I was 11 in 1972 when the other kids started telling me there was a secret tunnel going from the White House through Virginia to Mt. Weather in the Blue Ridge Mountains. That would have been over 50 miles and I didn't believe. Then in 1991 I was a volunteer with the Coalition for the Capital Crescent Trail a rail-to-trail conversion of the Georgetown Branch and the first Rail-Trail. I invented the term Rail-Trail for this bike path. The Dalecarlia Water Plant on the DC line had grown up around the RR. Dalecarlia claimed they owned the RR property even though it was clearly shown on the RR valuation maps as being property in fee and not an easement.
Looking into the history of the Dalecarlea water works there was huge increase in plant size around 1960 with lots of work on the Washington Aqueduct. Then the Clare Barton Parkway was also being built over the right-of-way of the Glen Echo Interurban. There was also work in and around the C&O Canal. If somebody wanted to put in a secret tunnel from Washington DC along the Potomac River then across to Mt. Weather this would have been more than the perfect cover for it!
My later child home house neighbor worked for the Federal Government Printing office and said they were always digging new tunnels around DC. I said they'd be running into all kinds things it they did that. He said they were not big tunnels. Just big enough to comfortably allow a golf cart. That might be the way people would be transported to Mt. Weather. In an emergency they could have long range battery vehicles and people could carry oxygen supplemental equipment if ventilation were to fail.
MacAurthor Blvd has the Washington Aqueduct under it. It use to be called Aqueduct Road.
    www.google.com/maps/place/Dalecarlia+Reservoir/@38.942027,-77.1170833,1163m/data=!3m1!1e3!4m6!3m5!1s0x89b7ca05af5d2683:0x6a58fff7f5127ece!8m2!3d38.9425063!4d-77.1100426!16zL20vMDdseHJy?hl=en&entry=ttu
All this new construction of the Dalecarlia Water Plant, along the C&O Canal and the Washington Aqueduct would have taken place just a few years after 1957 Russian Sputnik. It be came clear Washington DC was in range of a nuclear war head rocket using the same model that put Sputnik into orbit.

See now, this all would make more sense if the gov't actually put some money into Small Modular Nuclear power plants, especially the thorium kind. Little thorium plants could power hidden installations for many generations, never needing to peep their heads above ground. Mole people!

It’s like a mega version of 20th century priest hole. Growing up in the UK rural Yorkshire we were told by our parents of a secret tunnel from one Country House to another with fork that led to a demolished lost farm house, built during the 1570s when Catholics were persecuted. Told never to go there we mounted a Goonies like expedition and found the entrance to the tunnel but blocked off a 100m or so in. Still the engineering over 400 years ago for a half mile long tunnel to get away from persecution is incredible.

We live in Frederick County, VA close to Winchester. When we moved to the area 40 years ago one of the houses we looked at buying was owned by a lady who worked there. We didn't ask any questions as I have known some others who worked in classified areas and it wasn't relevant to considering purchase of the house. Coworkers who have known people who worked there said they are all pretty quiet. I know the roads used to get cleared fairly quickly in bad weather...

A friend of mine was staying at an Appalachian Trail shelter just north of Mount Weather on the night of the airliner crash. He and his friends saw the blast and were sure that they had just seen the first strike of World War III. They scrambled down the trail to the nearest road crossing to find a military cordon already in place. They were told that everything was under control and they should go back to the shelter. In 1981, I hiked the section of AT that goes past the base at Mt Weather. The trail had been shifted entirely to the road because of landowners, except for a spur trail to a shelter. The locals gave us directions like “go up the road just past the secret government base…” The next morning we visited the airliner crash scar on our way to the next gap north. Small debris was still visible. It was sad and eerie.

Mt Weather and other hardened installations like it have had their purpose change dramatically since their construction. When they were initially built they truly were intended to serve as continuity of government installations, but after the Soviets developed the SS-19 which could put a 20MT warhead fused to detonate just before striking the ground within about 300 meters of a target the ability of these hardened facilities to survive a full blown strategic nuclear exchange essentially disappeared, making them far less valuable for continuity of government. However, just like missile silos across the western plains and the huge number of military airbases on American soil to which we could have dispersed bombers, these hardened facilities and the routes to them act as warhead sinks, forcing an enemy to use some of their nuclear arsenal on them and reducing the number of warheads they have available for other purposes because these facilities, left intact, could be useful, and high ranking officials could be on their way to it so you have to hit the routes to the facilities. Additionally, due to their hardened nature, destroying these facilities requires a high yield warhead and most missiles, even those MIRV capable, are only capable of carrying 1-2 large yield warheads instead of the larger number of smaller 100-400kt yield warheads. Furthermore, due to America’s ballistic missile defense capabilities, you can’t be certain that a single missile with a single warhead assigned to one of these facilities will get through, so you likely have to launch 2-3 missiles with 1-2 large warheads each at each of the hardened facilities, which does make somewhat of a dent in an aggressor’s delivery capabilities.

Nonetheless, the security was pervasive. Bringing weapons on site would get you arrested no matter your status outside of the gates. Obviously no one got to tour the underground facility, and you certainly didn’t venture off the approved path.

How would they communicate with most commercial electronics fried by emp?
Most likely using AM radio broadcasts.
An AM ( amplitude modulation) receiver can be built with very basic components and does not require an external power source. Another support piece of evidence is congress considering requiring vehicles to continue to have AM radios.
Another possibility, they could distribute information via HF ( high frequency) radio, which they would already be using to coordinate government operations. They would be able to reach any surviving state governments, as well as any HAM (amateur) radio operators that managed to still be in operation, or pulled spare gear out after the fact.

Mr. Mellon had his personal Gulfstream II jet parked there often, and it has been host to parties where the guests were brought in on a private Boeing 727. It's also big enough to take Air Force One, but it's highly doubtful they'd waste time landing AF1 there, when Marine One can get to Mt Weather just as fast. That said, any smaller official aircraft landing there can have it's passengers at Mt Weather in just 20 minutes.

There's multiple large backup facilities maintained across the country for the President by FEMA and a major telecoms corporation. That's not to mention the mobile and airborne assets DoD maintains to ensure continuity of the National Command Authority. Plus most state emergency management agencies maintain hardened facilities that Federal leadership could utilize in an emergency. If you research this topic, it's terrifying but also pretty impressive the extent to which they've planned. Almost every federal agency has some classified continuity related mission people don't know exists, down to the Smithsonian and the National Park Service.
They've expanded the bunker in the Whitehouse recently so that the President doesnt need to evacuate for every contingency, but no single facility is going to survive multiple direct nuclear missile hits which is why they would basically play a shell game with the President and the line of successors. They've moved them around between various locations, airborne and mobile command centers. Some could even potentially be "hidden in plain sight".

Yeah, to the general public, but the 5 permanent nuclear weapons states know exactly where everyone else's bunkers are, and that they're vulnerable to each other. After all it's pretty hard to hide an enormous underground facility, they need continous upkeep and staffing in order to keep the suitable for use in case of an emergency, and stuff like that is fairly easy for an adversary's intelligence agencies to pick up on.
