@@zShikira ay, thanks for the reply but i already figured it out. just do time remapping for a very long time, making it almost "freeze" in place and put longevity as long as you need
You can go into the particle settings and change their life from 3 seconds to a longer time like 20 seconds. A particle will then live for 20 seconds before fading out

Well you just turn of the velocity. But i don't know about how they don't fade out.. :/
