Overall Germany reached 8 World Cup Finals (and additional 5 semi finals), Italy 5 (and additional 1 semi final), France 3 (and additional 3 semi finals), the Netherlands 3 (and additional 2 semi finals) Spain 1 (and additional 1 semi final), England 1 (and additional 2 semi finals). Germany also has the highest number of Euro finals (6). Just regarding the success there is no doubt which country is the football power house of Europe.

Germany and Italy. they are the European teams that have won the most, perhaps one more cup for the Germans but regarding the competition between Italy and Germany, the Azzurri are largely ahead in head-to-head matches, having beaten Germany 15 times in 37 matches, with 12 draws (including the 2016 European Championship match which ended in penalties) and 9 defeats

Germany is number 1 hands down and if you included Finals and Semifinals then the gap becomes even bigger.
Italy are a clear number 2 and France a clear number 3.
Spain have done well in the European Championships but their World Cup record historically is pretty terrible.

I never understand why the FA of England did not want participate in the first 3 world cups. Rumors said that they were offended by the french federation, because they organized with other countries the world cup, saying that they were too strong and did not need to prove it. By doing that, they lost in competivity as other countries improved. When they decided to participate in 1950 in Brazil, they lost to the United States their very first game in world cup history.
No it was as usual over payment that made the FA withdrew for 3 World Cups. Today English fans would "visit" the FA if it they dared to withdraw
