As for the Malignance "Cooldown" there actually is no cooldown at all, its just that it wont spawn a zone if it would overlap with an existing one.

I was waiting for this one lmao. Malignance and Terminus seem like such insane Kog'Maw items. Maybe Terminus > Maligma > Manamune then whatever items seem best like Wit's, Bork, Runaan's, BT, Rageblade, Nashor's, etc.
