Literally any formiddable opponent of Luffy's starting from Wano is a power house. I like these two because of their overwhelming parallels despite having tiny differences that make for results as big as they are. Uta and Big Mom are just as good of parallels to each other as Kaido and Bullet are. Two key differences with Bullet and Kaido; 1. Where Kaido knew the inevitable boredom of being overwhelmingly powerful, Bullet aspired to reach the zenith of power and thus know the thrill. Little did Bullet consider where that would lead him especially with the 2nd difference I'm about to bring up. 2. Kaido wanted the strongest to rule the seas. Bullet... *Wanted the world to burn!* Bullet claimed to want to kill the four emperors after killing the navy. Inevitably, this includes but not limits to Kaido as well as a former crewmate, Shanks. If Bullet succeeded in destroying the entire world, he would know boredom far worse than that of what Kaido endured. Try Uta and Big Mom next. They are parallels to each other like how Kaido and Bullet are.

Keep in mind that when Kaido said "There are only a few people that can fight me", one of them is Xebec. I wouldn't be surprised if Kaido tried to surpass Xebec the same way Bullet tried surpassing Roger, but his mindset wasn't made quite clear. We just know that they fought at least once.

Shonen Ouji right before kaido killed oden. Oden told to him to get as strong as possible in 20 years plus it seemed kaido showed some kind of honor to oden. Kaido hasn’t killed anyone since like Moria, kid, big mom, luffy, Hawkins. It seems he wants to give them a chance to get stronger or join his crew.
That’s a good point. I figured he didn’t think much of Toki’s prophecy, but it’s very possible he takes it somewhat seriously cause of Oden’s words about 20 years. If bullet was canon, kaido would definitely smoke him. Kaido already one shotted Luffy in the anime with no scratches. In the manga, kaido off screens Luffy (who has advanced conquerors haki) and tosses him off the rooftop of onigashima. Just because he was a member of Rogers crew, which is non canon, doesn’t mean he’s top tier. Cat viper, dog storm, and buggy (even tho he’s a god) were on Rogers crew and they’re not top tier (as proven when kaido and big mom fodderizes the both of them). There’s a reason why none of the yonkos fought in the movie, and it’s cuz they all would decimate bullet.

Check it out, in both fights as soon as luffy said that friends are important, Bullet thinks of Roger and he re-thinks his actions and he is defeated, Luffy shows katakuri true strength and he surrenders the fight to Luffy, That's why no one can say who won that fight.
True! Luffy reminded Bullet of the lesson Roger tried to teach him, and he showed Katakuri what it’s like to fight for your friends. You can argue Luffy won those fights because his resolve beat theirs.
