Hey, Al. I had the same issue exterminating the Legion camp. If you set the quest stage to 40, the Nurse should speak to you. I used the mod 'Item Browser' to do that though. Hope that helps! 😊
I think if you hadn't looked at the radio logs in Gustavo's apartment, he would've spoken with you, then you could've finished that portion of the quest.
I'd rather be a part of the Legion out in The Frontier than non tech having bumper blade savages out in the heat of Arizona. At least having slaves out there seems optional like also using melee weapons only. One guy does it to protect his siter, and you never find out that one of The Wolf Pack has a legionnaire brother if you don't side with them completely.

A normal family that starts poor with mom and dad and a child then ends up wealthy in a home with 4 generations, child gets married and has a child who gets married and has a child. 4rth generation being lesbian or gay and no more children for 8 sims in one house. And all got their lifetime wish and career maxed out. But to make things more difficult only married into the family sims can have a rabbit hole career, the rest must have a self employed career or an Ambitions active one. Everytime a sim gets married and has a baby, once that baby ages up to child then they all move to an empty lot, get saved to gallery as household only(all furniture is saved to family inventory so you don't need to rebuy everything), and then a new game in a new town with them imported. This culls the game stuttering but also shutting off story progression helps too. Anywho end of series is when generation 3 the lesbian or gay ones both get their lifetime wish and careers completed as well as all previous generations. And no pets pack, I do not want to watch a dog wiggle it's butt for 5 minutes or follow a stray cat for 20 minutes..
Tribals in FNV are ridiculous and a mockery of Native Americans. People will not turn into 1950's movie Indians in 200 years after a nuclear war. That's just dumb as F considering 19th century English speaking Native Americans didnt speak that way. And people do not devolve in knowledge but evolve, they would know about the history before the war, albeit probably spotty history unless they have a library nearby. Stories told by those who lived before the war to those born after the war would become an oral history tradition, parents from before the war that can read and write would teach their children to do that even if it is writing on clay tablets with a sharpened stick. And skills learned before the war are not instantly forgotten during the war, electricians, plumbers, farmers, construction workers, cooks, and so on and so forth would survive the war and pass their trade knowledge onto their children or an apprentice. 14th century post plague population with 21rst century knowledge. The 14th century didn't devolve into 1950's movie Indians.. the people evolved into the 15th century and eventually to modern times.
