The small bell gives a trombone-like sound, giving you essentially a euphonium and a valve trombone in one package. You could use the small bell if the euph part is playing in unison with the trombone, or in other sections where you don't need as bright of a sound. You could also point the small bell to the back to create an echo effect. There some solo pieces for double bell that achieved some clever uses, but the reality was that it was used so rarely that they stopped making them. They're rare and expensive, but Wessex started making new ones recently.
I still have the Conn that I got in 1945. Haven't played it in years. I held it like a bell front baritone.
