Yes.... Before investing on neighbours like Bangladesh, Sl, Myanmar. We should first make our own area Andaman and Nicobar, eastern peninsula strong. So, that we don't have any dependence on our neighbours who are giving military bases to China. Last mei apna hi kaam aata hai.

If India want to regain its power in bay of Bengal then they have to develop bengal first. Because if Bengal started developing rapidly then rest of East and North East started developing. If the centre's intrest towards bengal is less like today then.....
Bengal cannot be developed without the state's population's involvement ,who keeps electing corrupt administration for local small time fulfillment.
This should be understood by people of Bengal also.

INS Kadamba is currently the third largest Indian naval base, and is expected to become the largest naval base in the eastern hemisphere after completion of expansion Phase IIB.
India must develop ports and infrastructure in eastern coast like western coast and make ports like kolkata as naval capital in eastern coast and use these ports as strategic point in order to secure Bay of bengal and trade between Asean countries

India has to be a hegemon to dominate Bay of Bengal . One or two chinese merchant vessels should be sunk occasionally in secrecy to cultivate fear in minds of the parasitic and ungrateful nations of the Bay of Bengal who deal with chinese. Non Indian fishing activities in the region should be pressurized , harassed and captured to stop smuggling activities in the region.
