Summary:
There is a heavy CPU bottleneck on this game and way much more when using ray tracing, this is not something that can be fixed by just upgrading to another CPU sadly, ofc it would help but it wont be a definitive solution to the poor optimization.
The solution presented on the video is very simple, just cap your FPS with the graphics configuration you would like to play with, I would suggest, try to achieve at least 60 fps and do the frame cap very close to what frame gen is outputting to avoid a big latency hit, in case you use that setting.
Apart from that, any other setting that helps take workload off the CPU will help you, example, disabling the windows antivirus core isolation option.
In theory rebar option should help to take workload off the CPU by increasing the amount of vram it can access at a time, reducing the amount of instructions or calls needed to process each frame.
