I worked for Blizzard for Wrath drop and even us as Customer Service knew that loot was created as soon as the instance was entered, as we always had complaints about "the instance never dorps the gear for my class" complaints so we had to explain that the loot is created as soon as the party enters the instance and has nothing to do with who is in the actual party itself.
One of the biggest proofs regarding how loot is created is the controversy where a Rogue back in TBC used atlas loot to check if a glaive spawned inside of Black Temple by checking which items the server had loaded after server reset.

So if im remembering this right, then the loot should be generated upon spawn.
Clear Atlasloot Cache, enter Instance, Check Atlasloot, See if Iteminfo is available, rinse, repeat. (Was changed after it came out though, how the client loads info, i mean.)
It worked through Atlas Loot. The idea is the glaives wouldn't show up in atlas loot unless the server had generated them at least once. So degenerate rogues would log out at the entrance and wait for a server restart, log in, go into BT, check atlas loot if it was in the list and you were the only rogue there when the server went up it means its in the drop table for that instance. Of course if you had multiple rogues doing it you wouldn't know who's instance had them and it also led to rogues screwing over other people. If there was another rogue or warrior in their guild who had the main hand and the offhand showed up in atlas loot they'd often reset it lol.

I remember that, because it was possible to see if a mob would drop Krol Blade just from looking at it. You have to admit, it's a pretty poor joke to be making so soon after it happened, while people are doxxing, SWATing and sending him Death Threats. The thing about making jokes and getting people to laugh is comedic timing. And if the person who you're making fun of doesn't laugh with you, then it's bullying. There is no "You can't take a joke", it's just "you can't tell a joke without it being at someone's expense".

I forget the exact details, but iirc it had to be like right after the weekly reset, before anyone with warglaives logged in or something. Some people would for fish it like that and hold that raid id. So yeah, it was known even before 08 that loot spawned with the boss/mob

2:45 - rogues used to "create" glaives seeds in Black Temple by zoning in until the glaives were linkable upon realm resets, so that makes sense.
