@@LonelyHollowssyeah because you bought it before the update. This video is talking about upgrading the skill so you can ride the dragon, do execution etc. You need 500 on dragon talon to start the belts and upgrade the moves. You just have dragon talon v1

You have to kill NPCs with fighting style
Nah kill the npc near your level with dragon talon
You have to kill npcs that are near your level. Also talon needs 500 mastery
