I just bought a 2013 dodge grand caravan with 69k miles on it. An older lady owned it and it sat a lot. Runs good is it common for it to shift 3 times and the rpms seem like they go almost to low at about 30 mph

They were probably never changed, the recommended interval is 10 years or 100,000 miles.

Have you checked your injectors to see if they are spraying good?
