He bailed on them, and despite his team forgiving him, he doesn't seem to forgive himself. And it comes off like he's been trying to make up for that ever since, such as with little gestures like buying Jill a free pizza. He feels like somebody trying to atone for something he did that he feels awful about, instead of just a cartoonishly, one-dimensional coward.
If you have played the demo, if you go outside and approach one of the boarded frames, you will hear nemesis say, "S.T.A.R.S" which is the only time you can say leon encounters nemesis but its its really more of a Easter egg than a cannon lore but even than leon doesn't say anything.
RE3 RM's DLC Kendo's escape... Or something. Re3 takes place before and after re2... And capcom could do spinoffs again, especially since re3 is so short.
They might do a DLC about Kendo (or not we never know honestly) due to the amounts of references of his surname in the game like in the achievement "Kendo's Armoury", the letter Jill left in Kendo's shop, A Kendo Gun sticker in Jill's fridge and his picture in XBOX achievement art. They did a lot of things with Kendo instead of the other side characters in the game.

Im saddened that these 2 things happened at the same time but somehow leon didnt hear a wall explode from c4 or the military guys got in without meeting leon or marvin yet marvin was able to barracade the door. I think what bothers me is you have to "assume" they just missed each other. But its clear they just stopped exsisting. In the original 2 games you could tell there was time gaps and that was all explainable.
This is really late but actually... no, you can tell that Carlos arrived much, MUCH earlier and left with Tyrell before Leon and Claire even managed to get to the police station. It's pretty obvious because it wasn't raining when Carlos and Tyrell got there, while it was raining when both Leon and Claire arrived. The fact that the corpse of the police killed by Licker was starting to rot when Leon entered the vicinity supports it even more.

I know the og timeline for re3 took place over a two days well re2 was basically in the middle. The remake feels even fresher then that. Maybe missing the two character by 4 hours. Rain can start anytime... I mostly focus on the black cop. He gets bite, and when he meets leon, still clearly fresh blood, no time for him to do any patchups, no weakness from blood loss, etc. So it couldnt of been a large window of difference between the two characters. Couple hours, really.

Kendo’s cutscene (where Leon meets him) made me sad for him. And then with the gunshot near the end too just made me feel sad for him

you don't have to kill brad, that is optional. But yeah they messed some stuff up and not so cannon to OG RE2 and 3.
