Can't help you there I'm afraid, except to ask if you're trying an android phone or apple? On android I know it doesn't tell you you're actually connected. Apple phones do something different entirely.
I can connect, and it tells me that the dongle is connected in my phone settings. Likewise I get all the GPS data and anything else from the phone. But I get nothing from the car, just says connecting all the time and doesn't do anything. I've tried three different OBD2 dongles and nothing.
I've seen a couple of apps where the app itself manages the bluetooth rather than the phone OS. Its a bit counter intuitive isnt it!
