How does this work with no tank at all? Is it just pure speed tank/kiting? Seems like it would take a lot of skill to use.

It works by shooting down all incoming tacklers. It sounds hard but not impossible at all, and even if you fuck up, you can escape with MJD.
Also the hurricane fleet issue with Damage Control has decent amount of hit points since it is a faction battlecruiser.

Honestly, fighting lower class ships 1v1 with ARTY hurricane.
