Of course he isn't speaking Swedish, just a general mash-up of foreign-sounding words put together in such a way that the audience can know what is being suggested, and the costumes and settings are more Alpine than Scandinavian, but it's all part of the fun (for similar comic liberties being taken, see the Two Ronnies' "Swedish made simple"). The two men whose photos appear to audience laughter are then Labour Leader of the Opposition Harold Wilson and Conservative Prime Minister Edward Heath.
