Hi what is the best for Lower third, premier pro or After Effect, and can after effect do all the editing work like premier pro?

After Effects is for animation, Premiere Pro for editing.

Instead of duplicating the text, you could probably throw CC glass on an adjustment layer, and trackmatte the adjustment layer to your bubbles
